1437UNESCO Almaty Cluster Office and Kloop Media Public Fund In the framework of the EU and UN joint Social Justice project have launched wire broadcasting and mobile internet podcasting at six Community Multimedia Centers (CMC) in rural Kyrgyzstan.

Six CMCs in the villages Kulanak, Uchkun, Toktoyan, Uch-Korgon, Kyzyl-Bulak and Oogan-Talaa – have received new equipment, learned to work with it and have become adequate multimedia resources with mobile ICTs, microphones, computers, beamers, amplifiers and loudspeakers for the production and spreading of their own information by the villagers. The thirty-nine thousand rural women and about forty thousand men, living in eight village aimags have the chance to put into effect their constitutional right to information and freedom of expression.

That is why I think that the news and announcements that will be broadcasted on our rural radio station will be good for our residents”, – Perisat Kubanychbekova, rural correspondent of the community multimedia center in the village Kulanak, Naryn region.

90 trainees of community multimedia centers (CMC) from six remote1438 villages in Kyrgyzstan have been trained to produce audio material and publish it through local radio and loudspeakers. Local informational materials are published on local CMC blog and accessible as well, on the nationwide information platform: kyrgyzmedia.com.

Six trainees have got their training at Kloop media school in order to become trainers at their rural community multimedia centers. Not only can they create written, audio and photo reports on the life in their village, but they also are able to teach their fellow villagers.

In order to strengthen the institutional capacity of community multimedia centers there has been a series of meetings. These meetings had the aim to monitor and consult its participants in the process of development and consolidation of the package of CMC legal documents.

Today, the community of pilot villages has the chance to receive information of public interest on the local level and spread it through the wide internet community – these are highly important factors of effective self-governance.

UNESCO Almaty have launched the mobile application Voice of Aiyl, which is accessible in community multimedia centers. Voice of Aiyl accumulate photo and text version of specific village news. Its radio podcasts audio feature is under development. The application enables community multimedia centers and individual villagers, who own Android based mobile phones, improve access to information and participate in a public debates.

The project on promoting good governance and social justice was launched in October 2011 and will continue during 36 months till October 2014. The goal of the project is to boost the realization of the civil right to public services, especially for vulnerable groups of people – women, youth and children of 30 villages in seven provinces in Kyrgyzstan. This project is supported by UNDP, UNESCO, UNICEF and UN-Women. The European Union provides financial support of this project together with the above-mentioned UN agencies.
